It is possible to repair the problems with your garage, but it isn't a quick and easy fix. If at all possible, I would recommend a demolition and rebuild. With specialized equipment, your contractor can lift/jack your garage off the ground. Once lifted, the studs can be sistered (a new stud nailed alongside the existing one) for the full length and the rotting sections cut off. At this time the concrete foundation can be added or replaced. I would recommend adding at least a six- to 12-inch curb/pony wall (a short concrete wall) at the perimeter so the garage walls can sit above grade and help mitigate future moisture issues.
